Neil was born in Washington, D.C., the sixth child of the late Joseph and Ruth Rose.  They belonged to Arlington Fairfax with Rabbi Golinkin until joining Beth El Alexandria shortly before Neil’s bar mitzvah.

Neil attended the University of Virginia, where he was active in numerous organizations including being captain of the pistol team that won a national title in 1980 and serving as the Notes Editor of the Virginia Tax Review, while earning degrees in commerce and law.   He turned down Wall Street to work as a special honors attorney at the US Treasury. While working at the IRS, and on his masters in tax at Georgetown, Neil ran a personal ad in the Washingtonian Magazine and found the love of his life when Gina met him at the Peking Gourmet Inn restaurant at Baileys Crossroads.  Neil and Gina soon relocated to Virginia Beach to practice law and raise their three boys, Fred, Ryan and Jonathan.

Neil has been involved in a number of charities, including being President of Congregation Beth El, the Norfolk Kiwanis Club, the Virginia Beach Education Foundation, etc.   He enjoyed being Gina's driver as they raised numerous puppies for Guiding Eyes for the Blind. At Beth El, Neil has enjoyed volunteering in various capacities including its foundation, its ritual committee and calling Bingo for the Men's Club.

Neil was elected twice to the Virginia Beach School Board where he served for 8 years in many positions, including Vice Chair.   Neil now serves on the Board of Zeiders American Dream Theater, which provides opportunities for upcoming artists.

Neil currently works at Willcox & Savage, PC, serves as an assistant commissioner of accounts for the City of Virginia Beach, lectures for VA Continuing Legal Education, and is a member of numerous law organizations, including the American College of Trusts and Estates Counsel.

Gina and Neil can usually be found at UVA home basketball and football games.
